ORDER: On December 18, 2023, Plaintiff Candrice Boyd filed a pro se complaint (Doc. #1 ) and a motion for recruitment of counsel (Doc. #2 ). Boyd also has filed a motion for leave to proceed in forma pauperis (Doc. #8 ), and on January 26, 2024, Boyd amended her complaint (Doc. #13 ). Because Boyd seeks to proceed without prepaying the filing fee, the Court must screen her amended complaint to determine whether she has stated a claim upon which relief may be granted. 28 U.S.C 1915(e)(2). Until then, summons should not issue and any service on BJC Memorial Hospital Belleville ("BJC") is not effective. To that end, BJC is not yet a party, and it need not file its form consenting or declining to consent to magistrate judge jurisdiction. ORDER: This matter is before the Court for case management purposes. Plaintiff Candrice Boyd has filed a #2 Motion for Recruitment of Counsel and #8 Motion to Proceed in forma pauperis. Plaintiff's complaint references a charge of discrimination filed with the EEOC and the IDHR. It also states that she received a Right to Sue Notice from the EEOC. However, Plaintiff did not attach the EEOC charge of discrimination to her complaint. Thus, the Court cannot evaluate whether Plaintiff has stated a claim upon which relief can be granted and cannot rule on Plaintiff's pending motions. Plaintiff is ORDERED to file this document with the Court on or before January 31, 2024. The Court further GRANTS Plaintiff's #9 Motion for Electronic Filing. Plaintiff is granted access to the District Court's electronic case filing system. In order to access the system, Plaintiff must first enroll to use CM/ECF in the Southern District of Illinois by obtaining a personal PACER account at: https://www.pacer.gov. Plaintiff must then complete the application for "Non-Attorney E-File Registration" located on the Maintenance tab within her personal PACER account. Plaintiff is ADVISED that once she is registered for electronic filing, the Clerk's Office will no longer mail paper copies of documents that are filed. (Action due by 1/31/2024.)
