MEMORANDUM AND ORDER. The plaintiffs' claims of Privacy Act violations are dismissed. The plaintiffs' motion to strike the defendant's defense of sovereign immunity 27 is denied, and that the plaintiffs' motion for summary jud gment 39 is denied. MEMORANDUM AND ORDER: IT IS THEREFORE ORDERED that pursuant to Fed. R. Civ. Pro. 4(m), the plaintiffs shall have an additional 45 days from the date this order is filed in which to effect service of process.
