ORDER ENTERED: Plaintiff's applications 2 to proceed in forma pauperis in Case Nos. 09-3145 and 09-3144 are granted. Case No. 09-3145 and Case No. 09-3144 are consolidated for all purposes, with Case No. 09-3144 being the lead case. This act ion is dismissed and all relief is denied as against defendant LCMHF and defendant CCS because they are not "persons" to be sued under 1983.
