Before discovery can proceed in this case, Plaintiff must respond to the Court's Show Cause Order (Doc. #6 ). Thereafter, if the Court determines Plaintiff has plead a viable federal court cause of action, service must be made on the various Defendants, who must then enter the case and file their Answers. The Court will then issue an initial Order regarding scheduling, after which the parties will participate in a Rule 26(f) discovery conference. After that has occurred, the parties may engage in discovery pursuant to Fed.R.Civ.P. 26(d). The Court thus ORDERS the Clerk's office to return the subpoenas to Plaintiff.
