ORDER & REASONS: ORDERED that 9 Motion to Dismiss for Lack of Jurisdiction is DENIED. FURTHER ORDERED that good cause exists to extend the temporary restraining order for 14 days to allow DHH-CMS to apply for an appeal to this order and reasons pursuant to 28 U.S.C. 1292(b).
