Filing 33 RULING: The Court finds that summary judgment is proper in favor of the defendants and plaintiffs case should be dismissed with prejudice. The Court further finds that: (1) any claims for money damages or non-injunctive relief must be dismissed under the Eleventh Amendment sovereign immunity; (2) plaintiffs claims for a salary increase and tenure under 42 U.S.C. § 1983 should be dismissed under the defense of qualified immunity; and (3) all other state law claims should be dismissed without prejudice because the Court declines to exercise supplemental jurisdiction over this claim under 28 U.S.C. § 1337.
