IT IS FURTHER ORDERED that Plaintiffs' requests for declaratory and injunctive relief pursuant to Voting Rights Act Section 2 and Section 3(c) are DENIED. IT IS FURTHER ORDERED that Plaintiffs' requests for attorney's fees, expert's fees, and costs are DENIED.
