OPINION re 15 Bench Trial; Court finds that the apportionment plan does not contravene the Equal Protection Clause. The court will allow the October election under this reapportionment plan as an interim measure. The newly elected Police Jury wi ll be ordered to work with a special master appointed by this court to further reduce malapportionment. This matter will remain under this court's supervision to ensure the adoption of the fairest reapportionment plan possible. Signed by Judge Patricia Minaldi on 8/14/11. (crt,Finn, P)
