MEMORANDUM RULING granting 5 Motion to Dismiss for Failure to State a Claim. The Association's claims against the Police Jury are dismissed with prejudice. IT IS FURTHER ORDERED that the Association shall file an appropriate pleading by April 13, 2018 setting forth the reasons its claim against Backus should not be dismissed.
