MEMORANDUM ORDER. IT IS ORDERED that the Complaint (Doc. No. 1) filed by Plaintiff Charlesetta Williams be and is hereby STRICKEN FROM THE RECORD and this case CLOSED. IT IS ALSO ORDERED that the Clerk of Court decline to accept and file any civil complaint or other filing submitted, transferred or removed by Plaintiff Charlesetta Williams unless the complaint or other filing has been first presented to the Chief Judge and the Chief Judge has specifically ordered in writing that the complaint or other filing may be filed. It is also ordered that any motion to proceed in forma pauperis that accompanies such a complaint shall be referred to the Chief Judge. IT IS FURTHER ORDERED that Plaintiff Charlesetta Williams pay a sanction fee in the amount of $200.00 (two hundred dollars) to the Clerk of Court.
