ORDER denying #1 Motion/Request for permission to file this suit, Application to proceed in Forma Pauperis, and Motion for appointment of counsel. The Clerk of Court is ordered to strike this matter and close this case. FURTHER ORDERED that Plaintiff pay sanctions of $2,500.00 in the prior case of Francis v Iberia Parish School Board, 18-cv-0777. Plaintiff is not allowed to file future suits in this Court until said sanction fee is paid and permission to file has been granted by this court.
