Filing 9 MEMORANDUM ORDER. Plaintiff will first need to serve his complaint. Service may be accomplished by delivering a summons and a copy of the complaint to each of (1) the U.S. Attorney, (2) the U.S. Attorney General, and (3) Secretary McDonough by registered or certified mail. See Federal Rule of Civil Procedure 4(i). The three summons forms have been issued by the clerk of court. See Doc. #8 . Plaintiff must complete service within 90 days of the filing of his complaint, which will be March 16, 2022. Once Plaintiff receives certified mail "green cards" or other proof of service, he is directed to promptly file them in the record attached to a document that bears the caption of this case.
