ORDER: Chappell's habeas claims are severed from his claims under Sec. 1983. Clerk shall open a new civil action under 28 U.S.C. Sec. 2241 in the Southern Division on Chappell's habeas claims, and file a copy of the Complaint 1, the Motion 2 for Leave to Proceed in forma pauperis, and a copy of this Order. The 42 U.S.C.
