Plaintiff has failed to prove his discrimination or retaliation claims relative to the termination of his employment or the termination of his BCBC insurance coverage. The court further finds that the decision of the MSPB is not arbitrary or capricious, and is in conformity with the law and supported by substantial evidence, as set out herein.
