After consideration, the Clerk declines to enter default as requested in #8 Motion for Entry of Default by Donna Yowell because the Clerk is not satisfied that service of process on the individual identified in Returns #4 and #5 is sufficient on defendants David L. Archie and the Hinds County Board of Supervisors under Fed. R. Civ. P 4(e) and 4(j)(2), respectively. The Returns #4 and #5 appear to be the same document which appears to reflect service on one Linda F. Smith. However, Ms. Smith is neither the President of the Board of Supervisors, nor the Clerk of the Board, nor its chief executive officer, nor is there any indication that Ms. Smith is authorized to accept service of process on the individual defendant, David L.
