Within 30 Days after the Effective Date of this Consent Decree Defendant shall pay the sum of $14,000,000 as a civil penalty. This Decree shall constitute a final judgment of the Court as to the United States and Defendant. The Court finds that there is no just reason for delay and therefore enters this judgment as a final judgment under Fed. R. Civ. P. 54 and 58. Signed by Judge Miranda M. Du on 7/2/2014.
