Plaintiff will not be required to pay the filing fee in this action. IT IS FURTHER ORDERED that the Clerk of Court must detach and file Plaintiff's complaint (ECF No. 1-1). IT IS FURTHER ORDERED that Plaintiff's motion for appointment of counsel (ECF No. 1-2) is DENIED as moot. IT IS FURTHER ORDERED that the Clerk of the Court shall send Plaintiff copies of an in forma pauperis application form for a prisoner, instructions for the same, a blank 28 U.S.C. 2254 habeas corpus form, and instructions for the same (attached within).
