ORDER-IT IS ORDERED that Plaintiff's application to proceed in forma pauperis (ECF No. #1 ) is granted. IT IS FURTHER ORDERED that the Clerk of Court is kindly directed to file Plaintiff's complaint (ECF No. #1 -1) on the docket but shall not issue summons. IT IS FURTHER ORDERED that the complaint (ECF No. #1 -1) is dismissed without prejudice for failure to state a claim upon which relief can be granted, with leave to amend.
