Filing 3 MINUTE ORDER IN CHAMBERS of the Honorable Magistrate Judge Brenda Weksler on 3/13/2024. Plaintiff filed an application to proceed in forma pauperis. ECF No. 1. He submitted the affidavit required by 28 U.S.C. 1915(a) showing an inability to prepay fees or costs or give security for them. As a result, the Court GRANTS his motion at ECF No. 1. Upon granting a request to proceed in forma pauperis, a court must screen the complaint under 28 U.S.C. 1915(e)(2). Here, Plaintiff has not filed a complaint that is complete in and of itself. He filed a complaint (ECF No. 1-1) that contains the names of the defendants, but refers to a demand letter for the substance of his complaint. First, the demand letter has not been filed. And in any event, the Court requires that the complaint be contained in one complete document. Plaintiff is instructed to file a complaint that follows these instructions by March 27, 2024.
