ORDER. IT IS HEREBY ORDERED that the Court's Order at ECF No. #5 is vacated. IT IS FURTHER ORDERED that Plaintiff's application to proceed in forma pauperis (ECF No. #2 ) is DENIED without prejudice. IT IS FURTHER ORDERED that the Clerk of the Court must send Plaintiff the approved forms for an inmate and non-inmate, as well as the instructions for each, regarding proceeding in forma pauperis.
