Order Screening Complaint, Granting Motion to Quash, Denying Remaining Motions, and Staying CaseIT IS ORDERED that plaintiff Robert Telles's motions for injunctive relief #9 #10 #11 #12 are DENIED. IT IS FURTHER ORDERED that defendants' motion to quash service #13 is GRANTED. Service of process on the Las Vegas Metropolitan Police Department, Justine Gatus, Derek Jappe, Jesse Roybal, Artur Hawkins, Christopher Lalli, Pamela Weckerly, and Christopher Hammer is QUASHED. IT IS FURTHER ORDERED that this court abstains from interfering in Telles's ongoing state criminal proceedings under Younger v. Harris, 401 U.S. 37 (1971), and thus DISMISSES Telles's claims alleging denial of access to the courts and violations of the Nevada Public Records Act, as well as all other claims to the extent that they seek declaratory or injunctive relief. To the extent that Telles's complaint seeks compensatory damages for the violations he alleges, this case is STAYED pending the resolution of Telles's state case. If Telles wishes to pursue his claims after his state criminal proceedings have fully concluded, he may then move to lift the stay. IT IS FURTHER ORDERED that Telles's motion to appear telephonically for all hearings in this case is #8 is DENIED as moot and without prejudice. This case is ADMINISTRATIVELY CLOSED.
