Petitioner shall have until 3/5 /2017 to either: (1) file a sworn declaration to abandon the unexhausted grounds; OR (2) file a declaration that he wishes to dismiss this petition without prejudice in order to return to state court to exhaust; OR (3) file a motion for a stay and abeyance. If petitioner elects to abandon unexhausted grounds, respondents answer to remaining grounds due 30 days after service of declaration; petitioner shall have 30 days following service of respondents' answer in which to file a reply.
