ORDERED, adjudged and decreed that the Report and Recommendation (ECF No. 3 ) is accepted and adopted in its entirety. Plaintiff's IFP application (ECF No. 1 ) is granted. Clerk shall detach and file the complaint (ECF No. 1 -1). Plaintiff may proceed with his defamation claim against the City of Sparks, Chet Adams, KRNV News 4 and Terri Hendry. Plaintiff's defamation claim against Washoe County and Washoe County Assistant District Attorney Paul Lipparelli is dismissed with prejudice. (Specified defendants terminated.) Clerk shall issue summons for each of the Defendants, and send Plaintiff sufficient copies of the complaint and service of process forms (USM-285). (Mailed 4 forms, and copies of complaint to P on 4/6/ 2018.)(Summonses and copy of Order to USM on 4/6/2018.) Plaintiff will be given until 4/26/2018 to complete the USM-285 forms and return them to the USM to compete service upon the Defendants. Henceforth, Plaintiff must serve a copy of every pleading, submitted for consideration upon the Defendants, together with a certificate of service. Signed by Judge Miranda M.
