ORDER: Plaintiff's application for leave to proceed in forma pauperis #4 is granted. The Court finds that Plaintiff is unable to pay the fees associated with filing this action and thus the filing fee is waived. Summons shall not issue at this time, however. Plaintiff's motion for attorney representation #5 is granted. The Court will recruit counsel to represent Plaintiff by separate order.
