Petitioner will have 60 days following service of the answer to file and serve a reply brief. Respondents must file the state court exhibits relevant to their response to the petition, in chronological order, with separate index as specified herein. Holmes' failure to timely pay the filing fee may result in the dismissal of this action. The Clerk of Court is therefore directed to retain the Petition but not file it at this time.
