Filing 3 SCREENING ORDER - A decision on Plaintiff's application to proceed in forma pauperis (ECF No. #1 ) is deferred. Plaintiff's First Amendment claim is dismissed without prejudice and with leave to amend. Defendant Washoe County Mail Room is dismissed from the entirety of the case with prejudice, as amendment would be futile.
