SCREENING ORDER - A decision on Plaintiff's application to proceed in forma pauperis (ECF No. #1 ) is deferred. The Clerk of the Court is directed to file Plaintiff's complaint (ECF No. #1 -1) and SEND Plaintiff a courtesy copy of the complaint. Plaintiff's First Amendment claim is dismissed without prejudice and with leave to amend. Defendant Washoe County Mail Room is dismissed from the entirety of the case with prejudice, as amendment would be futile. Any "First Amended" complaint due within 90 days of entry of this order (12/1/2022). Clerk is directed to send to Plaintiff the approved 1983 form, instructions, and a copy of Plaintiff's Complaint.
