Plaintiff initiated this action with the filing of an application to proceed in forma pauperis and a proposed complaint. Because the Court has not yet decided Plaintiff's motion and the complaint has not been filed, Plaintiff's motion for voluntary dismissal (ECF No. #7 ) is granted. It is therefore ordered that this case is dismissed, in its entirety, without prejudice. It is further ordered that Plaintiff's motions to proceed in forma pauperis and for appointment of counsel (ECF Nos. #1 , #4 ) are denied as moot. Case terminated.
