The court finds that the 2003 Association CBA does not bind Speedwell in a collective bargaining relationship with Local 7 and therefore denies Local 7s motion for summary judgment to compel arbitration under the 2003 Association CBA, grants summary judgment to Speedwell, and dismisses Local 7s petition under the 2003 Association CBA.
