Filing 49 ORDER granting 37 Motion to Dismiss; granting 40 Motion to Dismiss; MEMORANDUM AND OPINION dated September 27, 2010. The Court finds that the plaintiff has failed to stateadequate claims for relief against defendants Ms. Shukoor, Officer Hooker a nd the City. The Court grants both motions to dismiss and dismisses all claims against these defendants. The Court also dismisses all claims against Mr. Shukoor both because of plaintiffs failure to properly serve this defendant and because the allegations in the complaint fail to give rise to any viable cause of action against him.
