At a minimum, the Court is required to transfer this case to the Fresno Courthouse in the Eastern District of California pursuant to L.R. 120. Before that occurs, the Court orders the parties to each submit a brief within two weeks of this order explaining why venue is proper in the Eastern District of California and why the case should not be transferred to New York where all Defendants reside.
