Filing 24 MEMORANDUM AND ORDER denying 11 Motion to Dismiss for Failure to State a Claim. The magistrate judge is respectfully requested to expedite discovery. At the parties' request, the magistrate judge shall arrange for mediation. A trial date shall be set by the magistrate judge in consultation with Courtroom Deputy June Lowe.
