Filing 5 MEMORANDUM AND ORDER, Pltff's 2 Motion for Leave to Proceed in forma pauperis is granted. All claims against the City of NY, the NYC Police Dept., the NYS Department of Correctional Services, Commissioner Raymond Kelly, and Commissioner Brian Fischer are dismissed with prejudice. The Clerk is directed to enter judgment in favor of these defts. After entry of that partial, final judgment, the Clerk of Court is directed to transfer this action to the USDC for the District of Connecticut an d then to close this docket. The Court certifies pursuant to 28 USC sec. 1915(a)(3) that any appeal would not be taken in good faith and therefore in forma pauperis status is denied for purpose of an appeal.
