MEMORANDUM AND ORDER: The motion for leave to proceed in forma pauperis is granted solely for purposes of this Order and the complaint is dismissed for lack of subject-matter jurisdiction. The Court certifies pursuant to 28 U.S.C. § 191 5(a)(3) that any appeal from this Order would not be taken in good faith and therefore in forma pauperis status is denied for the purpose of an appeal.
