Filing 71 ORDER ADOPTING REPORT AND RECOMMENDATIONS: All of Plaintiff's objections are OVERRULED. Therefore, the court ADOPTS the 68 R&R in its entirety. Accordingly, City Defendants' 53 Motionfor Summary Judgment is GRANTED IN FULL. T he Banzons' 64 Motion for Summary Judgment is GRANTED with respect to Plaintiff's federal claims, and the Plaintiff's remaining state law claims against the Banzons are DISMISSED without prejudice.
