MEMORANDUM DECISION AND ORDER: Plaintiff's request to proceed in forma pauperis is granted solely for the purpose of this Order. The Court dismisses the complaint against defendants for lack of subject matter jurisdiction and fa ilure to state a claim. Plaintiff's 4 request for injunctive relief is denied as moot. The Court certifies pursuant to 28 U.S.C. § 1915(a)(3) that any appeal from this Order would not be taken in good faith and therefore in forma pauperi s status is denied for purpose of an appeal.
