Plaintiff's Complaint is DISMISSED without prejudice. The court grants Plaintiff leave to amend the Complaint. If Plaintiff intends to pursue this case, by January 30, 2014, he shall file an amended complaint pleading adequate facts to state a claim and to establish the jurisdiction of this court..
