Given that it is clear from the record that Williams is not entitled to § 2255 reli ef, the Court will not hold an evidentiary hearing on his motion. The Court declines to issue a certificate of appealability because Williams has not made a substantial showing of the denial of a constitutional right pursuant to 28 U.S.C. § 2253(c)(2).
