ORDER ADOPTING REPORT AND RECOMMENDATIONS -- For the reasons set forth in the ATTACHED WRITTEN MEMORANDUM AND ORDER, Defendants' objections to the Report and Recommendation ("R&R") issued by the Hon. Ramon E. Reyes, U.S.M.J. on May 10, 2017 are overruled and the R&R is adopted in its entirety. Accordingly, Defendants' motion for summary judgment is denied.
