MEMORNADUM DECISION AND ORDER dated 12/21/16 granting defendant's 35 Motion for Summary Judgment and plaintiffs federal claims are dismissed. The Court declines to exercise supplemental jurisdiction over his state law claims, see 28:1367, an d those claims are dismissed without prejudice. The Court certifies pursuant to 28:1915(a)(3) that any appeal from this order would not be taken in good faith, and therefore in forma pauperis status is denied for purpose of an appeal.
