Petitioner filed a petition for habeas corpus and a complaint for declaratory and injunctive relief alleging that her detention violated the Fifth Amendment, the Establishment Clause of the First Amendment, immigration statutes, the Administrative Procedure Act and the Religious Freedom Restoration Act.
