Petitioner, an Iranian national, was granted a B-2 tourist visa to visit her sister. When she arrived in the United States, U.S. Customs and Border Protection detained her and blocked her exit from JFK airport. Plaintiff alleged that Defendant's executive order violated her Fifth Amendment procedural and substantive due process rights, the First Amendment Establishment Clause, federal immigration statutes, as well as the Administrative Procedure Act and the Religious Freedom Restoration Act.
