February 28, 2017	Filing 7 ORDER DISMISSING CASE: For the reasons stated in the attached memorandum and order, the complaint is dismissed for failure to state a claim on which relief may be granted and for lack of subject matter jurisdiction pursuant to 28 U.S.C. § 1915( e)(2)(B) and Fed. R. Civ. P. 12(h)(3). The Court certifies pursuant to 28 U.S.C. § 1915(a)(3) that any appeal would not be taken in good faith and therefore in forma pauperis status is denied for the purpose of any appeal. Coppedge v. United States, 369 U.S. 438, 444-45 (1962). The Clerk of Court is respectfully directed to enter judgment and close this case accordingly. Ordered by Judge Pamela K. Chen on 2/28/2017.
