Filing 13 MEMORANDUM AND ORDER: As set forth in the Court's February 2, 2018 Memorandum of Decision and Order, Plaintiff's complaint is dismissed for lack of subject matter jurisdiction and because his claims against Judge Brown are frivolous. Plain tiff is denied leave to amend, as amendment would be futile. See attached Memorandum and Order for details. In light of the Memorandum and Order, Defendant Brown's motion for a pre-motion conference 7 and Plaintiff's request for an extens ion of time to respond to the motion for a pre-motion conference 10 are terminated as moot.
