Filing 25 MEMORANDUM & ORDER, Defendants' motion to dismiss (Dkt. 15 ) is GRANTED. The court DISMISSES Plaintiff's Second Amendment and procedural due process claims with prejudice, and DISMISSES Plaintiff's equal-protection claim without preju dice. Furthermore, the court declines to exercise supplemental jurisdiction over Plaintiff's Article 78 claim. The Clerk of Court is respectfully DIRECTED, in the event that Plaintiff does not file an amended complaint within 30 days of the date of this memorandum and order, to enter judgment for Defendants and close this case.
