ORDER: Petitioner's request to stay this matter and hold his Petition in abeyance pending the exhaustion of his unexhausted claims is GRANTED. See Rhines v. Weber, 544 U.S. 269, 278 (2005) (holding that a district court may, under certain circumstances, stay rather than dismiss a mixed petition to permit a petitioner to exhaust unexhausted state claims).
