To warrant that relief, plaintiff would have to show a likelihood of success on the merits or substantial questions going to the merits, and irreparable injury. She has shown neither. The Court does not even know if she will prevail at the hearing, and if she does, there is no injury at all. Even if she does not prevail, the results of the hearing can be set aside or remedied with money damages if plaintiff's federal statutory or constitutional rights are violated.
