July 23, 2019 Opinion or Order Filing 5 ORDER, Defendant shall obtain and serve upon the plaintiff the administrative record of the proceedings, which shall constitute defendant's answer, or otherwise move against the complaint within ninety (90) days ofcommencement of this action. If defendant is unable to file the record by that date, then defendant shall notify the court in writing before the ninety daysexpires. Within twenty-one (21) days of receipt of defendant's response (that is, by February 11, 2020), plaintiffshall serve its reply on defendant, and the parties shall file the entire set of motion papers, the stipulations of fact, and the administrative recordwith the court.
