ORDER: Plaintiff's #2 Motion for Leave to Proceed in forma pauperis is granted. However, for the reasons described in the attached Memorandum and Order, plaintiff's case is dismissed for failure to state a claim. Plaintiff may file an amended complaint by April 17, 2020 to cure the deficiencies with the complaint specified in the attached Memorandum and Order.
