ORDER: This case is hereby transferred to the United States District Court for the Western District of New York. This Court offers no opinion on the merits of the claim, including whether any of the named defendants are immune from suit. This Court also reserves action to the transferee court on Plaintiff's application to proceed without prepaying fees or costs, Dkt.
