August 5, 2020 Opinion or Order Filing 5 MEMORANDUM AND ORDER. Because there is no connection between the facts alleged by the petitioner and this federal district, I have no authority to grant the petitioner's requested relief. Moreover, the complaint does not set forth a plausible claim for relief. The plaintiff's complaint must be dismissed. 28 U.S.C. 1915(e)(2)(B)(i)-(ii).
